They belong to Acme Corp's Apple / Google accounts and are reused across that sub-org's apps only. Manage them once in Resources › Credentials; here you pick which ones this app uses and set the app-specific identity.

Developers can trigger builds but cannot view or change signing assets here. Attaching or rotating a credential is written to the audit log.
